Dear Editor,
I appreciate the invitation to review this manuscript. I do consider myself qualified to provide peer review for this submission but unfortunately feel I must decline for ethical reasons. I have decided to stop peer reviewing manuscripts for all of the journals affiliated with Elsevier due to this publisher’s recent role in spear-heading legislative attempts to un-mandate PubMed Central’s policy of universal open access for all federally funded research (through the Research Works Act – HR 3699). I strongly support open access (and this includes immediate access, not a six month or longer delay in access). I do not support Elsevier’s lobbying efforts and therefore will not be supporting them through the donated labor of my peer review. Please remove me from your list of potential reviewers.
